Can someone tell me what this is? Looks like some sort of plug and its hanging down behind my front bumper on the passenger side. (2004 CooperS JCW)

Outside temperature sensor. It's what shows you the weather temperature on the dash.

There's a C shaped clip which normally holds it in place on the bumper, if it's not there, duct tape will do fine, tape the wire - not the probe to the bumper and allow the probe to be partially behind the grill.
