When i turn on the Air con it begins to make a hissing/screeching noises, and does NOT cool the air. i don't know if this is because it needs regassing, or if it is another problem. My brother had a hissing/screeching in his E92 325i BMW and it was because of a rusted washer nut. is that my problem or just a simple regas?

Its possibly air con compressor issues , have you checked the drive belt for damage We have had some compressor failures in recently some with 'clutch' problems others with seal problems and loosing 'gas' .
